Sojan Jose 00ac2519a2 chore: upgrade Vite compatibility and related dependencies
Fixes vite-plugin-ruby compatibility issue by upgrading:
- vite_rails 3.0.17 -> 3.0.19
- vite_ruby 3.8.0 -> 3.9.2

This resolves the Line service spec test failures that were caused by the Vite compatibility error.

- Auto-fixed 143 code style violations using rubocop -A
- Fixed RuboCop configuration: moved rubocop-rspec_rails to plugins
- Removed redundant || 0 patterns after .to_i calls
- Fixed RSpec describe class format
- Added remaining naming violations to exclude list for future cleanup
- Reduced violations from 100 to 0 offenses
